Open-access preprint repository arXiv instituted a standardized rate-limiting policy on Oct. 1, 2026, restricting authors to two submissions per calendar month and a maximum of three active submissions at any given time across all subject categories. According to an announcement circulated via Hacker News at https://blog.arxiv.org/2026/10/01/updated-rate-limit-policy/, the cap serves as a stopgap measure to manage surging manuscript volumes and protect volunteer moderation workflows as generative artificial intelligence tools lower the barrier to drafting papers.

The policy follows a sharp acceleration in submission numbers. arXiv reported processing 9,869 submissions in September 2016 and 20,569 in September 2024. In September 2026, submission volume reached 40,363—doubling the intake from two years prior and generating almost 9,000 support tickets for arXiv staff and moderators during that month alone.

arXiv administrators noted that while AI software remains permissible to support research when disclosed and aligned with scholarly standards, moderation queues have seen an influx of substandard manuscripts. Volunteer moderators have reported a growing prevalence of narrow-scope "thin" papers, "salami" papers created by fragmenting a single study across multiple manuscripts, and dense, fully AI-written texts.

Historically, submission limits were enforced largely through moderator discretion. However, arXiv stated that a small proportion of authors submitting high volumes of low-quality papers has consumed a disproportionate share of volunteer time, causing review delays ranging from days to weeks for legitimate submissions.

The repository framed the two-paper monthly ceiling as an interim step while it updates moderation procedures and tooling to handle AI-assisted submissions. Administrators stated they will track the policy's impact across authors, readers, and repository quality, adjusting limits as needed.
