Russia Warns Google's Android Developer Verification Could Restrict Domestic Apps

Digital Development Minister Maksut Shadaev cautioned that the rules could prevent citizens from freely installing mobile applications, with developers already excluded from official app stores facing the highest barrier.

Google has not announced any ban aimed specifically at Russian developers, but the ministry is assessing potential technical risks and drafting proposals alongside domestic industry associations to mitigate disruptions.

The planned framework requires developers to verify their identity and register each application, including software distributed through third-party marketplaces or installed directly via standalone package files. Under the rules, installing applications from unverified developers requires a user to alter device settings, authenticate with a fingerprint or passcode, reboot the phone, wait 24 hours, and then reopen the configuration menu to grant an exemption that lasts either seven days or indefinitely.

Google is scheduled to launch the verification system on September 30, 2026, across Thailand, Singapore, Brazil, and Indonesia, with plans to expand the rules to additional countries in 2027. While Google positions the verification protocol as a security defense against harmful software, Russian officials are preparing for the framework's eventual expansion to domestic developers who rely on sideloading and alternative stores.
