Deliverance AI Teams With HPE on Sovereign Agent Control and On-Premises Deployments
The startup is pairing its agentic operating system and control plane with HPE Private Cloud AI to let regulated enterprises run autonomous agents inside their own data centers.

As autonomous software agents begin handling critical enterprise workflows, sovereign artificial intelligence is shifting from a data-residency compliance check into a baseline requirement for business continuity. While storing data within national borders addresses regulatory boundaries, organizations also need operational authority over how agents behave, what external services they rely on, and what it costs to keep them running.
Speaking on SiliconANGLE Media's livestreaming studio theCUBE, Deliverance AI Ltd. founder and Chief Executive Officer Mick McNeil argued that long-term operational resilience depends on the software layer governing artificial intelligence rather than the underlying foundation models. Regulated industries—including defense, government, pharmaceuticals, and financial services—require infrastructure and oversight tools that convert raw compute into auditable production systems.
To address those requirements, Deliverance AI developed a control plane that monitors agent activity, enforces operational policies, logs audit trails, and provides an immediate kill switch. To keep telemetry inside customer boundaries, the startup partners with Hewlett Packard Enterprise Co. to deploy full-stack systems—encompassing GPUs, networking, storage, and software—directly into on-premises data centers where clients retain physical ownership and encryption keys.
Deliverance AI's operating system also incorporates model routing across proprietary frontier models and open-source alternatives. Delivered as a software subscription, the routing engine lets enterprises fall back to open-source models if access to a third-party provider is interrupted or restricted, while matching model expense to specific workload demands to manage operating costs. McNeil noted that customers retain ownership of their agents, integrations, logs, and accumulated learnings, even as cross-platform agent portability across the broader industry remains in early stages.
As part of HPE's Unleash AI partner ecosystem, Deliverance AI is integrating its software with HPE Private Cloud AI, a hardware and software stack co-developed with Nvidia Corp. The companies are preparing to launch a joint offering called sovereign agentic knowledge engagement, which aims to let enterprise customers deploy a full-stack agentic operating system inside their private infrastructure within 90 days.
