Chinese video streaming platform Bilibili is embarking on a major international expansion, restructuring its global app features and preparing an English-language desktop portal to broaden its reach beyond mainland China. As part of this strategy, the Shanghai-headquartered service has removed mandatory identity verification requirements for overseas users, making it easier for international audiences to publish content on the platform.

The removal of the identity verification step marks a significant operational pivot for Bilibili, as reported by The Next Web. Previously, users outside China were required to submit passports or official government identification documents before gaining posting privileges. Alongside the relaxed registration process, the platform's updated mobile application now blends domestic Chinese and international video content into a single, unified algorithmic feed. On social platform X, Bilibili confirmed its global initiative, stating that the content available across its American and domestic Chinese operations will remain identical.

Bilibili enters the global streaming arena backed by a massive domestic user base. The platform currently boasts 376 million monthly active users in China, predominantly composed of younger demographics. In marketing materials targeting international creators and advertisers, Bilibili describes its core audience as "Gen Z Coded, affluent and well-educated." To support monetization for new talent, the company is actively developing a dedicated sponsored content marketplace and has already initiated outreach to prominent Western internet personalities, including video creator MrBeast.

To support its international operational footprint, Bilibili is recruiting local personnel across several key global markets. The company has posted listings for community manager roles in major metropolitan centers, including Los Angeles, London, Mexico City, São Paulo, Istanbul, and Tokyo. Additionally, Bilibili is establishing an artificial intelligence content moderation operations team located in Singapore to oversee platform safety.

The international rollout places Bilibili directly into complex geopolitical and regulatory landscapes across North America and Europe. In the United States, Chinese-owned digital platforms face heightened official scrutiny, underscored by federal legislation targeting TikTok with potential prohibition or forced divestment. Industry analysts anticipate Bilibili could encounter similar political and security evaluations as its American user footprint expands.

In Europe, the platform's expansion will be governed by the European Union's Digital Services Act (DSA), which imposes strict compliance obligations on digital services operating within member states. If Bilibili reaches 45 million monthly active users within the European Union, it will automatically trigger designation as a Very Large Online Platform (VLOP). This status mandates independent compliance audits, comprehensive systemic risk assessments, and data access provisions for vetted academic researchers. European regulators have previously demonstrated strict enforcement of these rules, as seen when e-commerce giant Temu incurred a €200 million fine under DSA guidelines regarding product safety.

Bilibili’s decision to eliminate identity checks is aimed at accelerating user acquisition, but it could introduce regulatory friction under European law. The DSA explicitly requires covered platforms to analyze and mitigate systemic risks stemming from platform design, particularly concerning the safety and protection of underage users. Managing open user registration while satisfying stringent EU youth-protection rules represents a critical compliance challenge for the company's European leadership.

Bilibili's global movement adds a powerful new competitor to an already crowded video streaming market. As established platforms such as YouTube and Netflix compete aggressively for top digital creators and exclusive programming, Bilibili enters the market with a scale of 376 million active users. By pursuing international growth through a single global platform model, Bilibili is adopting a market entry approach similar to Chinese tech and e-commerce platforms like Temu and AliExpress.
