The U.S. Department of Homeland Security recently issued a procurement notice revealing plans for Immigration and Customs Enforcement to spend as much as $20 million by March to acquire specialized electrical shock gloves. Developed as non-lethal equipment for law enforcement applications, the hardware is produced by Lexington, Kentucky-based manufacturer Compliant Technologies. Formally designated as the Generated Low Output Voltage Emitter, or GLOVE, the technology has previously seen deployment across domestic correctional facilities and local police departments.

In appearance and basic function, the equipment resembles conventional law enforcement patrol gloves until an officer manually engages its electrical feature. The device is categorized as a conductive distraction and de-escalation device, or CD3. Unlike conventional Tasers or stun guns that discharge projectile probes or apply extreme voltage to induce central nervous system lockup and neuromuscular incapacitation, the GLOVE relies on neuro-peripheral interference. This approach delivers electrical charges directly to the skin, swamping sensory nerves to briefly disrupt mental focus. Compliant Technologies did not respond to inquiries regarding the technology, as first reported by Wired.

To activate the system, an operator holds down a wrist-mounted switch for one second. Once engaged, conductive contact pads positioned on the palm and undersides of the fingers discharge high-frequency electrical pulses into whatever surface area the wearer touches. The hardware operates via a self-contained system housed inside a zippered pouch on the glove's cuff, which contains a microprocessor control module alongside a rechargeable battery.

The resulting electrical current overstimulates nerve endings within the target's peripheral nervous system, generating localized discomfort designed to block coordinated movement without causing broad muscle paralysis. Compliant Technologies asserts that the device yields subject compliance within three seconds of contact while leaving no lasting burns, scars, or physical marks. Furthermore, because the electrical circuit flows exclusively between the palm pads and across the target's skin surface, neither the officer wearing the apparel nor assisting personnel making physical contact with the subject experience electrical shocks.

Designed to function across operating temperatures ranging from 14 to 122 degrees Fahrenheit, the equipment is produced in Gen 3, Gen 4, and Gen 5 configurations. All three generations feature a maximum voltage ceiling of 380 volts. While Gen 3 and Gen 4 models operate with a minimum threshold of 210 volts, the Gen 5 version increases the minimum voltage to 324 volts. Continuous stimulation times reach up to two hours on the Gen 3 and Gen 4 variants, whereas the Gen 5 model limits maximum continuous delivery to 90 minutes. Housed batteries sustain up to 2,000 charge and discharge cycles, achieve a full recharge in two hours, and display remaining power levels in 25 percent increments via four integrated LED indicator lights.

To assist with administrative oversight and after-action reporting, both the Gen 4 and Gen 5 variants incorporate automated event logging that records activation timestamps, duration, and skin-contact metrics. The Gen 4 unit stores these operational records on a removable microSD card, whereas the Gen 5 edition saves data directly to internal memory accessible through a USB-C interface. The devices also include a self-test feature allowing operators to verify functionality by touching an active contact pad against their own forearm to feel a minor pulse. Standard operating procedure requires officers to complete initial training and undergo recertification every two years to maintain operating authorization.

Distribution of the GLOVE system is strictly restricted to verified entities, including law enforcement agencies, military bodies, and correctional departments. Manufacturer instruction materials outline distinct operational constraints, noting that the system depends on direct skin contact to successfully deliver pain-based compliance. The electrical pulses fail to penetrate thick hair or dry garments, though current can transfer through thin, water-soaked clothing such as wet shirts. Additionally, complete submersion in water will render the hardware non-functional.

Human rights organizations have voiced sharp concern over the expanding deployment of CD3 devices. Michael Crowley, a senior researcher at the Omega Research Foundation—a group that monitors global security and military hardware usage—argued that the technology is designed primarily to inflict physical suffering. Crowley noted that despite being marketed for de-escalation, the core function of the equipment relies on pain inducement to force compliance, making it an inherently abusive tool that should not be manufactured, sold, or utilized by law enforcement agencies like ICE.
