Quad9 Relocates to Switzerland to Strengthen Privacy and Threat Blocking for Free DNS Resolver

Quad9, the non-profit foundation operating an open domain name system (DNS) recursive resolver, has established its organizational headquarters and legal governance in Switzerland to operate under Swiss privacy frameworks, as first reported by Hacker News. The free platform provides individual users and enterprise network administrators an alternative to default Internet Service Provider (ISP) and corporate DNS configurations, combining real-time cybersecurity filtering with strict user privacy guarantees.
Every standard internet connection relies on DNS lookups to convert human-readable hostnames into network addresses. Quad9's architecture intercepts these requests and compares destination domains against active threat intelligence provided by more than a dozen cybersecurity companies. If a requested domain matches known indicators of compromise—such as phishing sites, malware distributors, spyware platforms, or botnet command servers—the service blocks the lookup, preventing end-user devices, corporate endpoints, and Internet of Things (IoT) hardware from completing the connection.
The foundation's relocation to Switzerland places its global network under Swiss data protection regulations, which align closely with the European Union's General Data Protection Regulation (GDPR). Quad9 secured legal findings from the Swiss government establishing that the service is exempt from mandates requiring IP logging or data retention. Furthermore, these determinations protect the platform from being compelled to gather user information in response to law enforcement or national security directives.
Quad9 has designed its technical infrastructure to function without collecting or storing personal data since its initial public launch in 2017. System logs do not retain end-user IP addresses, and the service supports encrypted DNS communications where compatible client devices are present. Unlike commercial resolvers that may aggregate and monetize DNS lookup histories, Quad9’s charter mandates that user data remains entirely uncollected and outside commercial monetization channels.
Deployment of Quad9 requires no user sign-ups, account creation, or contractual agreements. Individuals and organization administrators can deploy the resolver by adjusting DNS server addresses on single devices or centralizing the settings on network routers and wireless access points. Centralized deployment extends automatic threat blocking across all connected equipment on a local network, providing security coverage for headless IoT devices that typically lack native anti-malware software.
The foundation's governance and operational shift have received support from technology policy, privacy, and infrastructure organizations. Representatives from the Center for Democracy and Technology, the International Association of Privacy Professionals, and the Forum of Incident Response and Security Teams noted that establishing an open resolver domiciled in Europe adds needed legal and geographic diversity to global infrastructure. Equinix, which hosts Quad9 infrastructure in Switzerland, and the International Telecommunication Union (ITU) also commended the move for advancing privacy standards in public core services.
Within Switzerland, the National Cyber Security Centre (NCSC) and the Swiss Internet Security Alliance (SISA) framed Quad9’s arrival as a key public-private collaboration to improve global cyber resilience. Local privacy group Digitale Gesellschaft similarly welcomed the addition of an internationally deployed public resolver operating under local jurisdiction. Quad9’s governance structure features a multi-stakeholder board overseeing network infrastructure that spans operational nodes across six continents.
As a Swiss-domiciled non-profit, Quad9 relies on financial funding from commercial and non-commercial grants, corporate sponsorships, and private donations. The foundation noted that by blocking security incidents—including ransomware deployments, banking compromise attempts, and secondary botnet attacks—its free security model generates direct financial savings for consumers, commercial businesses, e-commerce platforms, and financial institutions.
