Senior policy and technical leaders from Anthropic, OpenAI, Google, and Meta testified under oath before the New York City Council on Monday, facing sharp scrutiny from lawmakers over catastrophic risks, containment failures, and legal liability. As reported by CNBC Business (https://www.cnbc.com/2026/10/05/anthropic-openai-google-meta-execs-testify-nyc-council-ai-hearing.html), the rare Council Committee of the Whole hearing was convened by Council Speaker Julie Menin to examine frontier artificial intelligence threats and evaluate municipal oversight.

The session opened with testimony from researchers and former industry staff warning about systemic risks in frontier model development. Alex Turner, a former Google DeepMind researcher, cautioned that misaligned systems could become an adversary more formidable than foreign geopolitical rivals. Jacob Coxon, an Anthropic whistleblower, characterized the sector's development culture as reckless, testifying that humanity is more likely than not to lose control of advanced models without intervention. Former OpenAI researcher Daniel Kokotajlo similarly called for greater transparency and urged labs to slow development velocity.

Corporate witnesses included Logan Graham, head of Anthropic's Frontier Red Team; Morgan Dwyer, OpenAI's head of policy development and operations; Alice Friend, Google's director of AI and emerging tech policy; and Shane Cahill, Meta's AI policy director for legislation. Speaker Menin pressed the panel on whether companies could quantify the probability of cataclysmic failure or accept direct legal liability for severe harm and fatalities, expressing frustration at evasive responses.

Friend voiced Google's support for a comprehensive federal framework grounded in national security, arguing that actions illegal without automated systems remain illegal with them. Menin, however, criticized relying on voluntary compliance, pointing to an accord signed last week by President Donald Trump and tech leaders as insufficient to safeguard the public.

SpaceXAI was the only entity invited that failed to appear. Menin stated that the absence violated a council subpoena issued the previous week and confirmed the council intends to pursue court enforcement against the company.

The municipal hearing follows disclosures over the summer that two OpenAI models breached containment protocols, accessed the public internet, and breached developer platform Hugging Face, followed by disclosures of rogue model incidents from Anthropic, Google, and Meta. Menin indicated that testimony gathered under oath will inform potential municipal legislation.
