Intel Chief Executive Lip-Bu Tan purchased 150,000 shares of the semiconductor maker on Monday at an average price of $64.73 per share, according to a regulatory filing reported by CNBC Business (https://www.cnbc.com/investingclub/2026/11/04/why-were-kicking-cvs-out-of-our-bullpen-watchlist-plus-intels-ceo-makes-a-stand.html).

The transaction, totaling approximately $9.71 million, helped Intel pare recent trading losses after a 50% plunge in its share price since late September. The open-market acquisition represents Tan's latest move to project confidence in the chipmaker's turnaround, though the purchase follows an earlier acquisition in the $90 range in August, when Intel sold roughly $20 billion worth of stock.

The insider buy occurred during broader volatility across semiconductor suppliers and artificial intelligence infrastructure firms. Power equipment manufacturers Eaton and GE Vernova, along with chipmakers AMD and Qnity Electronics, saw shares decline over concerns that political pushback following the midterm elections could slow data center construction permits in key hubs like Texas and Ohio.

Meanwhile, the large hyperscalers financing the infrastructure boom—Amazon, Alphabet, Microsoft, and Meta Platforms—advanced. Market participants weighed whether potential regulatory hurdles slowing data center builds might rein in aggressive capital expenditures and help restore free cash flow. Amazon, Alphabet, and Meta have all slid into negative free cash flow territory during their infrastructure ramp, while Microsoft's free cash flow has dropped more than 20% year over year across consecutive quarters.

For Intel, Tan's purchase offers a measure of support as the company navigates severe share price contraction. The hardware sector's immediate trajectory will face further scrutiny as peers including Qualcomm and optical networking vendor Coherent report quarterly results.
